Improving Belvedere’s Financial Stability: The City Council adopted revised user and regulatory fees for services provided by the Planning, Building, and Public Works departments. The fee increases reflected in the new schedule are based on a study conducted by ClearSource Financial Consulting, which analyzed fee revenues and related city costs over a 5-year period. The study found that current fees generate revenue below the actual cost of delivering those services. The intent of the new fee schedule is to accurately recover the full cost of city-provided services from those individuals benefitting from the service. The updated fees will go into effect July 1, 2025.

Promoting Public Safety: The Council heard a presentation on Marin County’s new youth e-bike safety legislation AB 1778. The legislation authorizes Marin County and its municipalities to implement local ordinances that will require riders of throttle-assisted electric bicycles (Class 2) to be at least 16 years of age and to wear helmets. The Council requested that an e-bike ordinance modeled after the AB 1778 legislation be brought to the May 12 meeting for public discussion and possible adoption.
